This nifty tool lets you add an unlimited number of PDF items and merge them. You can set permissions when you first save or export a PDF, or later by choosing File > Edit Permissions if you possess the owner password. When you finish all the steps above, and after you click on the Merge button, you will see the preview of your merged file on the left side of the program. While its not possible to do this with Adobe PDF Reader, you can use Combine PDFs. macOS Monterey, however, added permissions to Preview’s feature set that lets the PDF’s “owner” control who can print the PDF copy images or text insert, rotate, or delete pages add annotations or signatures or fill in form fields. When handling sensitive documents, you can password protect and encrypt PDFs in Preview. Go to the Edit tab, then hover your mouse over the Insert option from the drop-down menu. Scroll down and choose the page thumbnails where you want to insert another PDF. Hit Thumbnails to display the respective page thumbnails on the sidebar.
